Seiring dengan perkembangan kehidupan sosial, budaya, dan politik yang semakin terbuka didukung dengan perkembangan teknologi informasi, tuntutan masyarakat atas kualitas penyelenggaraan infrastruktur semakin tinggi. Tidak terkecuali infrastruktur jalan dan jembatan.

Infrastruktur jalan dan jembatan merupakan modal esensial masyarakat yang memegang peranan penting dalam mendukung ekonomi, sosial-budaya, serta kesatuan dan persatuan yang mengikat dan menghubungkan antar daerah yang ada di Indonesia

Oleh karena itu, dalam pembangunan konstruksi jalan harus dapat dilaksanakan sesuai dengan kualitas dan standar yang telah ditentukan, serta mampu memberikan keyakinan bahwa infrastruktur jalan yang dibangun dapat dimanfaatkan sesuai dengan umur rencananya dan memenuhi aspek jalan berkeselamatan.

Kementerian PUPR terus berupaya untuk meningkatkan konektivitas jaringan jalan nasional melalui perbaikan waktu tempuh pada jalan lintas utama pulau. Untuk mencapai hal tersebut harus didukung program-program peningkatan kinerja jalan nasional, yang salah satu indeksnya adalah perbaikan rating keselamatan jalan.

Dalam Rencana Umum Nasional Keselamatan telah dijabarkan mengenai rencana aksi untuk mewujudkan jalan berkeselamatan yang diharapkan menekan angka fatalitas pada jaringan jalan. Program dan kebijakan terus dilaksanakan untuk melaksanakan 5 pilar keselamatan jalan, yaitu manajemen keselamatan jalan, jalan yang berkeselamatan, kendaraan yang berkeselamatan, perilaku pengguna jalan yang berkeselamatan, serta penanganan pra dan pasca kecelakaan.

Ada 3 kriteria Jalan berkeselamatan, yaitu 1. Regulating Road, jalan yang memenuhi standar geometrik jalan berdasarkan regulasi, 2. Self Explaining Road, yaitu jalan yang memiliki fasilitas perlengkapan yang tepat dan cukup, serta 3. Forgiving Road, yaitu jalan yang dilengkapi fasilitas pengaman berupa pagar pengaman jalan, jalur penyelamat, dan lain-lain.

Pada rentang 02 s.d 19 September 2024, Balai Pengembangan Kompetensi PUPR Wilayah VI Surabaya menyelenggarakan Pelatihan Perencanaan Jalan Berkeselamatan sebagai upaya membekali ASN PUPR dan ASN Dinas PUPR terkait keilmuan perencanaan jalan berkeselamatan yang telah dideskripsikan diatas. Pelatihan yang dilaksanakan dengan model pembelajaran blended learning  sebanyak 71 jam pelajaran ini diikuti oleh 40 peserta.

Menariknya, di sesi klasikal, para peserta diajak untuk terjun langsung ke Proyek Pembangunan Jalan dan Jembatan Brumbun – Pantai Sine Lot 1B Kabupaten Tulungagung. Jalur ini membentang sejauh 14 kilometer dari Brumbun sampai Pantai Sine.

Harapannya, selain menggali pengetahuan dan wawasan terhadap proses perencanaan, pelaksanaan, dan pengoperasian jalan, peserta juga bisa berbagi solusi pemecahan kasus-kasus yang ditemui di lapangan, baik dengan para pengajar, sesama peserta, maupun dengan narasumber dari BBPJN Jawa Timur-Bali, PT Adhi Karya (Persero) Tbk sebagai Kontraktor, dan PT Virama Karya (Persero) sebagai Konsultan proyek.
