Istilah irigasi berasal dari bahasa Belanda, irrigate dan dalam bahasa Inggris, irrigation, yang artinya pengairan atau penggenangan. Sementara menurut UU No. 7 Tahun 2004 pasal 41 ayat 1 tentang Sumber Daya Air, Irigasi didefinisikan sebagai usaha penyediaan, pengaturan, dan pembuangan air untuk menunjang pertanian yang jenisnya meliputi irigasi permukaan, irigasi rawa, irigasi air bawah tanah, irigasi pompa, dan irigasi tambak.

Irigasi atau pengairan merupakan hal yang penting dalam pertanian. Karena tanpa pengairan yang tepat, tanaman tidak akan dapat tumbuh secara optimal. Irigasi meliputi proses penyediaan, pengambilan, pembagian, pemberian, dan pengaliran air dengan menggunakan sistem, saluran, dan bangunan tertentu yang bertujuan sebagai penunjang produksi pertanian.

Sesuai Renstra Ditjen SDA 2020 – 2024, target kinerja yang harus dipenuhi adalah membangun Daerah Irigasi seluas 500 ribu hektar dan merehabilitasi Jaringan Irigasi seluas 2 juta hektar. Upaya pembangunan dan rehabilitasi yang dilakukan akan percuma jika tidak diiringi dengan kegiatan Operasi dan Pemeliharaan Jaringan Irigasi, karena kondisi jaringan irigasi tentunya akan menurun seiring dengan waktu dan penggunaannya.

 

Juru Pengairan dan Pengamat Pengairan yang handal adalah garda terdepan penjaga jaringan irigasi. Dan keberhasilan pelaksanaan operasi dan pemeliharaan jaringan irigasi sangat bergantung pada perencanaan yang matang dan terstruktur. Juru irigasi harus memiliki pemahaman yang mendalam mengenai karakteristik dan kebutuhan spesifik dari jaringan irigasi yang mereka kelola, termasuk topografi, jenis tanah, serta pola tanam petani di wilayah tersebut.

Untuk memastikan operasi berjalan lancar, juru irigasi harus melakukan pemantauan rutin terhadap kondisi fisik jaringan irigasi, seperti saluran primer, sekunder, dan tersier, serta struktur pendukung seperti bendung, pintu air, dan pompa. Juru irigasi juga harus memastikan bahwa kegiatan pemeliharaan, seperti pembersihan saluran dari sampah dan sedimen, perbaikan kerusakan kecil pada struktur, serta pengecekan fungsi pintu air dan pompa dilakukan secara teratur dan tepat waktu.

Seorang juru irigasi perlu menyusun jadwal distribusi air yang adil dan efisien, serta mensosialisasikan jadwal tersebut kepada petani agar mereka dapat merencanakan kegiatan bercocok tanam dengan tepat. Penerapan teknologi informasi, seperti sistem pemantauan berbasis sensor dan aplikasi manajemen irigasi pun harus dikuasai para juru pengairan.

 

Ilmu dan teknologi yang terus berkembang menuntut juru pengairan untuk meng-upgrade dirinya. Pelatihan Operasi dan Pemeliharaan Jaringan Irigasi Tingkat Juru yang diselenggarakan oleh #KampusPerubahan merupakan salah satu cara bagi juru pengairan sebagai upaya meningkatkan kompetensinya.

Tidak saja diajarkan materi terupdate terkait irigasi, para peserta justru lebih banyak melakukan praktek lapangan di Daerah Irigasi UPTD Kepanjen, Kabupaten Malang, dengan harapan setelah diselesaikannya seluruh proses pembelajaran, maka seluruh peserta akan mampu mengoperasikan dan memelihara jaringan irigasi sesuai tugas dan fungsinya.

Diikuti oleh 29 orang ASN PUPR dan Dinas daerah, pelatihan ini ditempuh secara klasikal dari 19 September s.d 2 Oktober 2024 dengan jumlah total 49 jam pelajaran. Dan bagi mereka yang lulus pelatihan, dalam rangka menyamakan standar kompetensi, di akhir kegiatan, mereka juga wajib mengikuti Uji Kompetensi dan Sertifikasi oleh Lembaga Sertifikasi Profesi BPSDM Kementerian PUPR.
